In this context, natural and legal person data controllers residing in Turkey, and real and legal person data controllers residing abroad are required to register with VERBIS as a general rule in case of processing personal data in Turkey. However, there is no obligation to register with VERBIS for data controllers who have been made an exception by the Board in accordance with Article 16 of the Law.

In this context, if the annual number of employees is less than 50 and the annual financial balance sheet total is less than 25 million TL, those who are not the main activity subject of special quality personal data processing are not obliged to register. However, if the annual number of employees is more than 50 or the annual financial balance sheet total is more than 25 million TL, it is obligatory to be registered.

If the data controller does not comply with this obligation while having to register with the registry, an administrative fine from twenty thousand (20.000) TL to one million (1.000.000) TL will be imposed. No fee is paid for registration to the registry.
